Scope and content
Cartoon depicts Harold Macmillan (then Prime Minister) driving a machine to lay asphalt on the roads. Four trucks marked: Science, Education, Industrial Expansion and Employment wait for the road to be laid. One truck driver reads a newspaper with the hedaline: 'SOVIET 7-YR PLAN'. This parodies the 1959 Conservative manifesto to improve British roads.
