Alcide de Gasperi, the outgoing prime minister of the Christian Democratic government, is swept away by the tide while lifesavers Palmiro Togliatti, leader of the Communist Party of Italy, and Pietro Nenni, leader of the Italian Democratic Socialist Party, stand by watching him. In the background are members of the monarchists and fascists as well as a spy from the USA.
