Scope and content
Ted Heath is depicted as a jack-in-the-box, popping up from a "Ballot Box". This is the cartoon which Les Gibbard originally drew with Harold Wilson's face (and pipe), because like most people and newspapers he expected a Labour victory. When the first results came out pointing to a Conservative win, he replaced Wilson's head with Heath's using glue and tippex.
