Scope and content

A disconsolate Ted Heath is the stallholder at the fairground "Public life game", with "Have a shot" written on the front of the stall and "Hit the bull! Turn 'em out!" on a sign at the back; several members of the press are enthusiastically throwing things at the targets, which seem to have the effect of tipping the naked occupants of two beds into two big vats of water.
