Edward Heath stands at the end of a hospital bed presumingly repeating the title of this cartoon and holding a chart. Behind him is a [surgeon] holding a sign, but it is turned away from the viewer. A frail looking man sits in the bed wearing a face mask with "Pickets" written on it. His hands also appear to be tied behind his back.
There is a rough sketch on the reverse side which depicts the same scene, but in a different layout.
