Scope and content
Cartoon depicting a school teacher wielding a cane with "Strikes" written above it attempting to punish a man who has "Education authorities" written across his sleeve. However, the man being punished has a child and a mother strapped to his back and seems unconcerned by the the teacher. [The image reflects the threat of strike action from teachers over salary claims and suggests that the children and parents will be the ones that suffer the most from the strikes.]
