[Harold Wilson] is watering a garden when a bag, labelled '12 1/2 p.c.' drops on his head, knocking his pipe out of his hand. The bag is being dropped by a man in a hot air baloon, which is shown to have several punctures and holes in it. In pencil, Gibbard has made a note that it was 'used as basis of St Le Monde editorial next day'.
