Scope and content

Aboard a boat named 'Tory Votes'. Margaret Thatcher holds the chain of a crocodile labelled 'Poll Tax' whilst a nervous looking [Chris Patten] holds bag of money towards a group of cowering MPs at the bow of the ship.

Context: with one in five not paying the Poll Tax the Tories were worried. With a forthcoming election they threw money at the problem. (Source: Gibbard's Double Decade Omnibus).
