Scope and content

Ken Livingston is lying in the road dressed as Robin Hood, with a broken bow and arrow. His Robin Hood hat lies on the floor beside him. He also has a quiver of arrows, labelled 'MANDATE', beside him on the ground. He has been run over by a car speeding ahead of him, labelled 'APPEAL COURT'. On the left hand side of the road is a bus parked at a bus stop. The bus has 'NEW FARES' written on its side. A crowd of people, in patched and tattered clothing, are next to the bus stop, looking on towards Livingston. To the right of Ken Livingston, standing above him, is a man in a cape with a large money pouch attached to his belt. He has a triumphant glare on his face as he stands above Livingstone with his arms raised. Behind him is a parked car with 'RATEPAYERS' written on the license plate. The car is empty, but for the passenger seat, where a woman sits with a similar mocking smile. She has a neckless of pearls and is clutching a purse.

On the other side of the paper there is a partial preliminary sketch of the cartoon.
