A stressed looking Margaret Thatcher saying 'Oh my God! My poor little innocent creation!' stands on a ledge being held by an upset Douglas Hurd. Below them a man labelled 'Lords' excitedly drags a small child in a trench coat labelled 'Official Secrets Bill' into a building labelled 'Public Interest Club'. A sign by the door of the building reads 'Shocking! Risque! Revealing! Forbidden!'.

Context: The House of Lords introduced several amendments to the Official Secrets Bill which favoured the right of the public to sensitive information beyond the scope of what the House of Commons and Conservative government had intended. (Source: Gibbard's Double Decade Omnibus).
